It would likely get that person in trouble with the HOA also.  I
suppose if you could find 100 houses like that, that many people could
vote out the present board, or make a big enough stink to get the
Board to back down.  But you're gonna hafta do better than 2 houses.  

How many are in your development?  Anybody else get contacted by the
HOA for this issue????
