What specifically are you looking at?  Have you looked at the planning
board's reviews or zoning decisions?  Look for anything that might
reference the lights at and on "Gypsy's Shiny Diner" or the background
relating to the  for that establishment.   

You may not find what you are looking for in a specific code section,
it rests in the enforcement and application of the codes and the
draconian nature of the bodies and individuals interpreting and
enforcing them.
