If they did get prior approval from the HOA, then you can certainly ask the HOA why the color scheme was approved fror them but ruled unacceptable for you. If they didn't get prior approval, then you need to be very careful about bringing the other house to the attention of the HOA. Doing so might very well cause the HOA to tell the owners of that house that they need to repaint just like they told you, which would not endear you to those neighbors.
