code of conduct

Folks, What's wrong with a comprehensive code of conduct which has
been reviewed by a HOA's legal consul, signed by each Board Member and
then utilized to keep Board Members from committing unethical
behavior? Wouldn't it be in the best interest of the HOA & the
Management Company to remove such misbehaving Board Members as soon as
possible?
Ideally, any solid evidence of misconduct would then trigger the HOA's
legal consul (consul would actually earn their money) to inform the
Board Member in question of their removal and it would serve as
Band-Aid solution for the chronic problem of Board Member
misconduct....
