I have never experienced this in California, but our most recent State Farm Homeowners policy seemed to add language that stated that after the HVAC and electrical system (power entrance and distribution panel) was over ten ( I think) years old there may be a surcharge.

Inspecting the units rather than just tacking on a surcharge based on age might be a better deal if they discover no problems and give you 'as new' rates.

Let us all know how things go... I might be shopping for different insurance in a few years!
