streets used as playgrounds

I am concerned about common areas streets being used for playgrounds.
How do other associations deal with this potential liablity?

In my neighborhood where the streets are considered common areas, in
order to best protect the community from liability, wouldn't it be
prudent for the HOA
to take the position of discouraging children from playing on the
streets.

Should parents make the decision to allow play on the streets,
responsibity  would be with the parents and not the HOA.
