Short answer, they're different types of discs, and need a dvd burner of the same type, ie, you burn dvd-r in a dvd-r burner. Long answer, they are different standards setup by two groups of people. Each type has different levels of compatibility with current hardware. I've noticed dvd+r media seems a little more expensive than the dvd-r media, but YMMV. The latest thing is drives that will handle both formats, so you can buy whatever style media you prefer. Of course, since the introduction of the combo+- drives, single type drive prices have dropped, so the question becomes 'do I want to pay extra and have media flexibility, or save some money on the burner and limit my choices?'.
