I am not impressed or a believer! There is good reason to quit wasting
taxpayer
dollars on inbred nonproducing government agencies.  But as an
alternate...Perhaps
you might contact the departments of the several real colleges that are
true
researchers in this area. USC, MIT, Cal PolyTECh..etc.. Usually a
subdepartment
allied with the Physics departments. I am kinda curious as to why a BTU
or Calory
factor would be added to the disapation(sp) of humidity in the common
furnace. 
As much like this petty subject...It sucks..  Say even the AG college at
Ames Iowa
has some good input.
