Same as anything else.

Who is the target audience?
What media do that target audience consumer?
Advertise in that media.

If you are selling web design to SMEs advertise in SME press. If you
are advertising web sites to animal lovers, advertise in the Animal
Loving press (no not THAT kind!)

Also, as others have suggested PPC ads like google and overture might
be useful things to experiment with.
