There are other ways to get paid for services, or to pay somebody for the services they provide. I think you need to add some context to your post in order to get a valid answers. For example, you might say, "A company who provides a laundry service wants our company to sign a PO. They will not launder our uniforms until we sign the PO. What is the significance of this?"
