Sen. Frist Declares Energy Bill No. 1 Priority for 2004; Battle against
Regressive Legislation Wages on...
Republican Senate Majority Leader Bill Frist (R-Tenn.) has declared
that resuscitating the energy bill (H.R.6, "The Energy Policy Act of
2003") will be the top priority of Congress next year. In the meantime,
the Republican leadership will be pulling out all the stops and
arm-twisting in an attempt to convince at least two senators to switch
their votes -- all that would be required to invoke cloture, thereby
forcing a vote on the bill.
IT IS CRITICAL THAT WE MAINTAIN PRESSURE ON CONGRESS. Please submit a
FREE FAX letter to your senators through our Web system, which will
automatically send "thank" letters (expressing gratitude) to senators
who opposed the bill and "spank" letters (expressing disapproval) to
those who supported it. Link to the fax page from our energy bill
action page at:

It is crucially important to bestow praise on those senators who voted
against the cloture motion on the energy bill; this will increase the
political costs of reversing their votes. And it is especially
important to apply persistent pressure on those senators identified as
potential "swing" votes by the Republican leadership. Those senators
include, but are not limited to the following: Evan Bayh (D-Ind.),
Thomas Carper (D-Del.), Carl Levin (D-Mich.), Bill Nelson (D-Fla.),
Debbie Stabenow (D-Mich.), and both Democratic senators from Hawaii:
Daniel Akaka and Daniel Inouye.
Let's lay this bill to rest, once and for all!
