CONGRESSIONAL UPDATE ...

Both houses of Congress are still addressing several remaining 
appropriations bills, which may be combined into an "omnibus" bill,
as well as energy and precription drug legislation.  They may try
to reach a target adjournment before Thanksgiving, but it's possible
that the final session could run into December.  Citizens Lobby
will continue to keep you posted if any amnesty or pro-illegal alien 
bills will be sneaked through or attached to pending legislation.

Rep. Gresham Barrett (R-SC) plans to introduce soon the SAFER Act -- 
the Securing America's Future through Enforcement Reform (SAFER) Act 
-- a comprehensive immigration enforcement reform bill that would 
strengthen our borders, increase screening and tracking of aliens, 
remove alien terrorists, criminals, and human rights violators, 
enhance enforcement of the Immigration and Nationality Act, expedite 
removal proceedings, and reduce emergency immigration workload levels.

TERROR DRILLS ON U.S.-MEXICO BORDER

In response to growing concerns that terrorists coming from Mexico
could unleash attacks on the U.S., the Arizona Homeland Security
Department and over 40 U.S. agenices recently conducted a mock terror 
drill on the U.S.-Mexico border in Nogales, AZ.  Over 1,000 people
participated in the exercise, which included the scenario of a toxic
gas explosion.

The recent al-Qaida bombings in Saudi Arabia and Turkey may be a 
precursor to large-scale attacks here in the U.S.  A new terror
warning has been issued by one al-Qaida commander threatening new
attacks in the U.S. that will allegedly kill over 100,000 Americans.

In Great Britain, security is intense and law enforcement is on high

HILLARY's DEMOCRATIC CONVENTION SCENARIO FOR 2004

Following Hillary's grand appearance at the Democratic Party's
Jefferson-Jackson dinner in Iowa over the weekend, speculation
continues to build over whether Sen. Hillary Clinton (D-NY) will
throw her hat in the ring in 2004.  Newsweek's Howard Fineman has
outlined one possibility in which Hillary could enter at a late date
and still take the Democratic nomination.  This scenario calls for 
Hillary to make an entrance as a party unifier at the end of the 
primary season in May or June in the unlikely —but not impossible —
event that none of the existing contenders has amassed a majority 
of the convention delegates.  Under party procedures, delegates are 
bound to vote at the convention for the candidate under whose banner 
they were elected in the primaries— but only on the first ballot. 
Party and elected officials— the so-called superdelegates— are free 
to vote for whoever they want, and they could form an instant core 
of Hillary supporters.  Considering that both Bill & Hillary have
been scheming for the last three years to retake the White House, 
and that they currently control the national apparatus of the
Democratic Party through their hand-picked DNC Chair Terry McAuliffe,
this "Hillary" convention scenario is highly plausible.
