Well, install or reinstall the sound-card driver.  The setting in the 
BIOS has almost nothing to do with the absence or presence of sound 
under Windows.  To use a sound-card under Windows, a Windows-compatible 
software driver for the card must be installed under Windows.

Also, perhaps you have the WRONG driver installed.  Install a Windows 
XP-compatible driver for the card.
