Do you have the printer port set for EPP? That is the first thing to check.

You will get an error message when starting the software, if there is a 
problem. I check if mine is working by subsequently looking at the 
registers by clicking on the OCD Commander regs button. I use mine under 
WinME with an old Atmel EB01 and my own Philips LPC210x hardware. The 
Rowley Associates ARM tools I use support the Wiggler, and the debugger 
displays an error message if there is a problem with the connection.
