ARM Debian is currently focused on CPUs with an MMU. There is a Debian sub
project http://www.emdebian.org the site has recently been updated somewhat
but is slightly out of date, work is progressing slowly and anyone who
wishes to contribute is welcome.

Debian is however a good development platform for building such projects and
a lot of effort has gone into supporting the slightly more powerful
platforms nativly as well as tools for cross compiling and small systems.

You will need a uCLinux kernel from http://www.uCLinux.org/ modified for
your exact hardware. And a custom userland probably based upon busybox. MMU
less systems typicaly do not have the resources to run a full OS

If you want a system with a MMU there are inexpensive development boards
available. An example of some are Simtecs boards (http://www.simtec.co.uk
products/boards.html) and open hardware like the LART and baloon.
