ZipMail detection

>From time to time we reinstall Lotus Notes or upgrade our Lotus Notes
Clients to a new version.

We often forget to reinstall ZipMail  and therefore the "hooks" into
Lotus Notes get lost and attachments are not compressed. Users are not
realy concerned and often don't notice that ZipMail isn't installed.

Is there any way that we can "automatically" detect that ZipMail isn't
invoked by Lotus Notes, so that we can reinstall ZipMail ... (Registry
setting, ini file setting ... ) ? We have a reasonable level of
programming expertise.
