24 bits means 3 bytes are used for each pixel. So you need 800 x 600 x 3 bytes = 1,440,000 bytes = 1,374 Megabyte for your display.

There are, however, cards that will use four bytes per pixel even at 24 bit color depth due to memory alignment requirements. On the other hand, as there's no 1.5 MB graphics card (that I knew of), this is irrelevant for the 800x600x16M mode, which will require 2 MB of memory anyway. It will make a whole lot of a difference for 640x480x16M, though.
