 I will answer this part first. Not all file formats can save the
selection or layers So I take it you where not saving as PSP format.
If you right click on a Image title bar, the context menu will have
paste, which will have a further menu with the paste options. In this
case as a layer. This will have the head or for that mater any thing
that was selected at the time of the copy No selection then the whole
layer.
The head will be on a transparent background you can move with the mover
tool to position. Make sure that you place the mover tool cursor over
the head as if you place it on a empty part of the transparency it will
grad the layer below and move that.  You can also use the deformation
tool to move the head and change its size.

When you pasted as a new image you got the white background Because that
was the colour set as the background colour in your materials pallet.
That's normal.  the magic wand amongst other ways, can select areas of
colour with a tolerance adjustable for slight variations. So this would
have selected all the white background Now if you promote the background
layer by right clicking the layer in the layers pallet you will see that
option. this is because background layer can not have transparency. now
back on the head image hit delete and the white is gone.Selections none
and you can copy and paste as a new layer again. Or after selecting the
whit background you could have done "Selections" > Invert. This will
change the selection to the head only. then copy and paste as before
