It's simple - you just have to update gimp-print 4.3.x to depend on
gimp 1.3.23 or later, then update the gimp parts of gimp-print, and the
gimp-print parts of the gimp, so that they work together :) Then submit
your changes to both so that they can be integrated into the main source
tree, and you're done.

--without-gimp is a gimp-print configure flag. Perhaps you're looking
for --disable-print?
