wild guess: after receiving the FACILITY_IND with a new PLCI, this PLCI is
in a default mode, i.e. the BProtocols are also reset to defaults. Try
changing the BProtocol to voice (SELECT_B_PROTOCOL) before issuing a
CONNECT_B3_REQ.
