Why do you insist on using telnet?
Your server is W2K so you should connect to it with Terminal Services and your application will work exactly as locally. I've been doing this with character based Progress application for several years and never had any problems with screen look or function keys.

Cary,

We have clients running their char Progress apps under Windows via telnet
quite successfully.  You need to be sure that the keyboard mapping is
identical between your telnet server and the telnet client.  Once these
match, then the function keys will be correctly passed along to your
Progress app (actually the Progress char client which is running on the
server...).
