REQUEST FOR DISCUSSION (RFD) unmoderated group comp.databases.etl
This is a formal Request For Discussion (RFD) for the creation of a world-wide unmoderated Usenet newsgroup group.name. This is not a Call for Votes (CFV); you cannot vote at this time. Procedural details are below.

CHANGES from previous RFD
Changes have been made based on discussions following the first release of this RFD on September 5, 2003. Changes include a new e-mail address for the proponent ([EMAIL PROTECTED] changed to [EMAIL PROTECTED]).
A solid definition for ETL was requested. ETL stands for Extract- Transfer-Load, as in the extraction of data from a database and the transfer and loading of this data to a new database.
This RFD has once failed a vote. It was asked "What has changed?" since that time. The proponent responded that she got some e-mails from readers who saw the RFD but didn't realize that it had failed. They asked where the newsgroup was. One e-mail suggested other groups to post to where there was discussion on ETL, which were included in the new RFD. Also, a popular magazine about data migration, www.dmreview.com, is soon publishing an edition that highlights ETL, which shows that it is indeed growing in popularity. It is also used in www.datawarehouse.com and www. datewarehousing.com, two major sources of info for those involved in data migration.
The acronym ETL was questioned. There were some suggestions for other names, but none really struck a cord with anyone. Because ETL is an industry-standard, it makes sense to use it.

This newsgroup will be for the discussion of topics related to ETL: the extraction, transfer, and loading of data from one database to another. ETL is a known acronym to people who work with databases. It is used to represent the acquisition, integration used and mobility of data between systems and organizations.
This newsgroup will be useful to those involved in the complex task of implementing data warehousing, customer relationship management (CRM), business intelligence (BI) and other data-centric projects. The newsgroup comp.databases touch on ETL issues, but these messages are scattered. When searching for ETL messages, postings were discovered scattered about numerous newsgroups:

This is not a complete list. There were so many messages to pour through, and the end of the search list seemed very far away. Messages were found dating back to 1997, but most seemed to be from the last two years. A commonly repeated question found was "Why use ETL tools? Which ones are good?"
There are many complex issues surrounding the purchase or development of an ETL tool, cost, schedule, and effectiveness are probably the most common. This forum will aid those who are weighing their options about whether to build or buy. It will give users a place to express their opinions on what factors to consider when implementing an ETL solution, and what ETL tools best suit specific ETL needs. Additionally, the ETL knowledgebase can be expanded through the creation of its own forum.
CHARTER: comp.databases.etl
This forum provides a place for people to discuss ETL architectures. Participants can to correspond regardless of the type of project on which they are focused. Information is exchanged on evaluations of COTS (Commercial Off The Shelf Software) ETL tools, as well as the scope of developing custom ETL solutions. The term ETL has an industry track record of better than five years, and is commonly known in the RDBMS (relational database management system) market.
This newsgroup provides an easy-to-find source for ETL users to go when they face a difficult ETL challenge and wish to obtain independent feedback.
Commercial postings are discouraged. However, ETL tool vendors and solutions companies are welcome to add their opinions and to post answers or clarifications to discussions.

This is a request for discussion, not a call for votes. In this phase of the process, any potential problems with the proposed newsgroups should be raised and resolved.
