If you mean the concept and design of SQL 2000, SQL 2000 is a RDMS engine. It is not the database itself. It's the engine that allows you to create and use databases. It has tools to manage this, but it does not provide a method of creating user interfaces like say MS Access does. I think a couple of the key concepts are understanding what an RDBMS is (and how it differs from say a flat file DB) and the concept of ACID.
