If you have well absorbate the standard SQL 3 (in fact SQL:1999) like in the melton's books you will probably learn fast how does IBM implement his sql dialect, wich is close to the standard.

The only important fact is that DB2 do not use the collations. Wich for me is a big lack.

For the dba topic, a book and some practising examples will be able to make you a IBM DB2 admin with a correct level.

See the books from Prentice Hall ISBN : 0-13-100772-1 for the procedural language part and ISBN0-13-046361-2 for the dba part
