Merge export format

In the versions of FileMaker I've been using, FileMaker's Merge export 
format has the first line (field names) delimited with semi-colons, and 
the field data delimited with quoted commas.

I just had a customer send me what he claims is a FileMaker Merge export 
 that has field names delimited by semi-colons as usual but the field 
data was delimited by pipes ("|").

Is that how FileMaker now exports Merge?  When did this change?  Anyone 
know why the change was implemented?
