Converting PV postcode.nld to a readable DB

Hello,

I am not sure if this is the right place to ask this, but if you know a
better place please tell :)

In the software Perfect View there is a file postcode.nld, this seems to me
a db where all
zip codes are stored. I want to convert this db to a db i can use in an
other program. Does anyone know how to convert this postcode.nld to a
readable db, like dbf or acces etc.
