Standby Database can not apply archive log

Hi All,

I am trying to create a standby database. I have followed the procedure
like:
1. archive log list
2. Freeze tablespace
3. copy datafile
4. Unfreeze tablespace
5. Create standby controlfile

When i give command "recover database managed standby", it won't apply any
archive log from the primary database.
I use Standar Edition of Oracle 8i.
What is likely the problem?
Any help is appreciated.
