deflated buffers in a zip-file not zlib decompressable?

Hello!

I have taken a look at the zip-file format.

One file is compressed with the deflate algorithm.
Still the data buffer does not decompress with zlib.
Are not deflated buffers in zip-files zlib decompressable?
