sorry i've been away for the last week.

i think it's safe to say it's not a process hogging your resources
causing this problem.  if you boot into safe or vga mode and it works
"properly", then the driver is the most likely cause of the problem. 
Don't bother testing your
games in vga mode, but just scrolling windows and such.  If the same
problem exists in vga mode then get some aspirin, cause you'll get a
headache contemplating the possibilities.  I wouldn't rule out
hardware as the cause of the problem in that case.
