Intel (R) 82845 Processor to I/O Controller - 1A30

Can any one help 

I Have a Packard Bell computer

Non of the experts seem to be able to I am running Windows XP Home
when I start up the above device has not been loaded (little  yellow
exclamation mark in device manager) doesn't happen all the time
Ive had all the so called expert on no on can help !!
Most of the hardware has been replaced including the mother board
some one out there must know the answer ?
