PCTIM00x - was Weekly ftplog for all Garbo files

PCTIM003 is very useful; it is rather old; OTOH & AFAIK, no new hardware
features have been introduced; but a little more could be said about new
APIs etc. for using the available features.

AIUI, no rewrite, no PCTIM004, is to be expected; but is there anything
of the nature of an appendix to 003 in existence, and how useful might
it be if there was one?
