Open your Registry Editor (REGEDIT.EXE). Go to the following key:

HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Run

Check all the paths listed. One of them probably points to the popup
program. Alternatively, check the Startup folder in your Start Menu.
Once you locate it, take note of the path, delete the
registry/start-menu entry. Go to the folder you noted, and delete it
as well.
