If they really intend to release such a chip to the public under no circumstances, then that would probably be uneconomical. It would probably be cheaper to get the same speedup by investing in the compiler (which also helps the Itaniums elsewhere) and by tuning the application; or maybe just lose some time on every tapeout. However, I find it hard to believe that they do not develop such a chip as a backup plan if IA64 does not catch on (and announce it when it is ready, or when AMD64 catches on, whichever is later).
