He is right. We still do not have software processes that can deliver software on a predictable schedule. What we really need is a focus on the CMM. Achieving CMM level 3 or above can lead to a predictable software development schedules. Use of object oriented design and Keep It Simple techniques will also help. Too often software architects complicate the design much more than it needs to be.
