You might want to take a look at Margaret Boden's book "Dimensions of Creativity". She comes up with some sort of definition. So far nobody has come up with a system that would be considered creative. Some people dispute whether there is such a thing as creativity. It is not purely random, although there may be some randomness involved. It does appear to be dependent upon knowledge.
