The best explanation would probably come from Douglas Hofstadter himself in
the book where he describes this game.  The book is Metamagical Themas.

How complex are we talking?

Not necessarily a turn based game, but it can be made into one is Nibbles
(also known as Snakes).

I wrote an AI for Nibbles a while ago.  The only way I could beat it was to
trap it (because I knew how it thought).  Another bot probably wouldn't be
so smart, but extra points if it is.
