Obviously static IP's are always best when trying to access a web server on the Internet. You will need some type of public IP address and if your ISP is assigning IP's via DHCP you could configure your web server using the given DHCP address, the only downside to this is you'd have to change the IP address everytime the ISP's DHCP server updated your address. In addition you'd have to access your site via http://xxx.xxx.xxx.xxx address instead of using a familar DNS name. Visit this web site: http://www.no-ip.com.
